UAE is world's 4th most attractive location for infrastructure investment

Outperforms USA, China, UK, Japan and Australia

By Parag Deulgaonkar

Published Thursday, December 13, 2012

The UAE has been ranked fourth most attractive location for infrastructure investment in the world, according to a new report.

“The UAE finished fourth overall due to it world-class taxation system and pro-business environment,” EC Harris, a global built asset consultancy, said in its Infrastructure Investment Index report.

“Saudi Arabia and the UAE offer a good economic environment; while Saudi Arabian households consume more, the UAE has greater GDP per capita and greater population projections. However, the UAE does have a more open and regulated government and benefits from lower levels of political and social instability compared to Saudi Arabia,” it added.

With this ranking the UAE outperforms countries such as the USA, China, the UK, Japan and Australia.

Singapore topped the list of the 40 countries surveyed by the index. Qatar, host to the 2022 FIFA World Cup, came in second followed by Canada. Saudi Arabia missed a slot among the top 10 locations, coming in 11th.

The infrastructure investment index ranks countries based on the following key criteria: Quality of existing infrastructure; economic environment; ease of doing business; political/social environment and availability of finance/financial environment.

In June, the UAE was ranked first regionally and 11th globally in terms of in terms of the availability and quality of transport infrastructure by the Global Enabling Trade Report 2012 released by the World Economic Forum.

The UAE was among the 17 economies who have 100 per cent of their road network paved and was globally ranked fourth in terms of the quality of air transport infrastructure, sixth in terms of the quality of seaport infrastructure, and seventh in transshipment connectivity in the report.

The UK-based consultancy said the level of risk facing investors in the Middle East was comparatively low, with high levels of income per capita, low taxation and strong government support for large-scale infrastructure schemes - three of the primary factors that were helping to reduce risk and build real confidence within the investor community.

“The UAE’s and Qatar’s willingness and ability to quickly move major projects forward, contrasted heavily with the UK and parts of Western Europe where overly high levels of regulation, bureaucracy and tax are threatening to undermine their future competitiveness.”

Alistair Kirk, Head of Infrastructure, Industry & Utilities, Middle East at EC Harris, in a statement, said: “The Qatari government has shown a real willingness to enter into joint venture agreements with the private finance community, to build the infrastructure needed to deliver their 2030 National Vision.

“Qatar offers an excellent business environment however for investors the biggest challenge is likely to come from a project delivery perspective. Securing access to the right capability within the supply chain and to the volume of materials required to deliver so many projects in such a short window, will require rigorous and early planning”.

Qatar National Bank, in its recent report, said the total budgets of all projects currently underway in the wealthiest country in terms of GDP per capita was $243 billion,.

Dubai International Film Festival bolsters support for Expo 2020 bid

In a major show of support for Dubai's bid to host the 2020 World Expo, the Chairman of Dubai International Film Festival (DIFF) announced today that the organisation is supporting the UAE's bid.

United Arab Emirates: Monday, December 10 - 2012
Abdulhamid Juma, Chairman of DIFF, highlighted the Festival's international prominence, commenting, "Building bridges of understanding throughout global communities is vital for the progression of humankind and promoting such cultural awareness has always been imperative for Dubai International Film Festival's vision. The Festival is a gateway of innovation between the East and the West, bringing together some of the most creative and progressive minds from across the globe and making it an ideal platform to further promote and support the UAE's bid."

To maximise awareness of the bid, all delegates at DIFF will wear Dubai Expo 2020 pins and the bid's branding will appear on all official banners and collateral. Ali's Film, a feature film produced specifically to support the bid, will be played at the gala dinner on the final night of festival, which will be held between December 9th and 16th.

DIFF was launched in 2004 and has received a record number of film submissions for this year's Festival, with a total of 2,100 films submitted. In the past, DIFF has been in the limelight as the global platform where high-profile films have been showcased. At last year's festival, Hollywood actor Tom Cruise brought A-list star power to Dubai to promote Mission: Impossible-Ghost Protocol.

The announcement of DIFF's support is further evidence of the Expo team's successful efforts to generate support for Dubai's Expo bid across diverse communities.

If the UAE wins the bid, Dubai will become the first city in the Middle East, North Africa and South Asia region to host a World Expo. With one-third of the world's population living within a four-hour flight of the UAE and 50 million passengers travelling through Dubai International Airport in 2011, Dubai is strongly positioned to welcome the world and showcase all the emirate has to offer.

Dubai, UAE, is competing against four other candidate cities bidding to host the 2020 World Expo, including Ayutthaya (Thailand); Ekaterinburg (Russia); Izmir (Turkey); and Sao Paulo (Brazil).

The winner will be announced in November 2013 following a vote by the 161 member nations of the Bureau International des Expositions, the intergovernmental organisation in charge of overseeing the calendar, bidding, selection and organisation of World Expos.

UAE pavilion rated top in class by US study

(WAM) / 9 December 2012

A new publication has thrown further light on the impressive success of the UAE Pavilion at EXPO 2010 in Shanghai.
‘Our results also indicate that with sensory stimulation and dramatic resonance, the UAE Pavilion was the most successful in presenting its national image at the Shanghai EXPO. It serves as a revealing case of ‘strategic narrative’ in nation brand storytelling by achieving an even balance between ‘credibility’ and ‘novelty’ through its content and expressions. Most important, this was accomplished with an adept grasp of the contextual dynamics of the Shanghai Expo. It is therefore reasonable to conclude that the UAE pavilion made a distinctive, positive impact on the image of the country among the Chinese public.’

Expo 2010 Shanghai - UAE pavilion - Expo 2020 Dubai Blog

This is a direct quotation from the closing remarks of a book published by the University of Southern California Centre on Public Diplomacy at the Annenberg School. The authors, Professor Jian Wang and Dr Shaojing Sun were reporting on the results of a survey entitled: Experiencing National Brands, A Comparative Analysis of Eight National Pavilions at EXPO Shanghai 2010. The report gave its top rating to the UAE at EXPO 2010 and presents a detailed statistical analysis of a visitor survey that revealed ‘significant’ differences in results from the UAE Pavilion in several areas of questioning.

Expo 2010 Shanghai - UAE pavilion - Expo 2020 Dubai Blog

Basing their analysis on two key dimensions of human appraisal, i.e. subjective experience and behavioural experience, the authors further subdivided subjective experience into three dimensions, i.e. sensory, affective, and intellectual. The UAE came top in all three of these subjective experiences and was declared as the overall top performer with significant statistical differences confirming the result.

The academic study on public diplomacy posed the question: ‘What specifically did UAE do right in delivering a compelling nation brand experience?’ It goes on to state that ‘the UAE’s national story of development, from poverty to prosperity appeared to resonate well with its Chinese visitors’. The authors also expressed the view that the way the exhibition at the UAE Pavilion was laid out provided a key to its success: ‘Most central to the success of the UAE pavilion and, to some extent, Spain, is the employment of a succession of cutting edge, high impact cinematic presentations that delivered thrilling, immersive experiences for their visitors.’

This report comes on top of an earlier survey based on visitor experience at EXPO 2010. Conducted by Jao Tang University, that also gave top rating to the UAE. More recently the UAE Pavilion at Yeosu, Korea was awarded a silver medal in the official contest, based on assessment by a panel of judges. China took the gold medal in the same class.

The UAE is now making arrangements for its participation in EXPO 2015 Milan and is competing against four other countries to host EXPO 2020 in Dubai.

‘We were pleased to read Professor Wang’s book and to see that his research supported our own observations on visitor responses to our EXPO Pavilion in Shanghai’, stated His Highness  Shaikh Abdulla bin Zayed Al Nahyan, Minister of Foreign Affairs and Chairman of the National Media Council which is responsible for the UAE’s EXPO pavilions . ‘We put a great deal of effort into creating a successful participation in the event and it is gratifying to see that we achieved our desired goal. We look forward to doing the same in Milan and to hosting the world in Dubai if we win the bid to host EXPO 2020’, he added.

The Emirates in Expos, Abu Dhabi, first participation at Expo'70 :

Abu Dhabi pavilion - Osaka 70 - Expo 2020 Dubai Blog

A friend asked me the question some time ago: "what about United Arab Emirates in the Expos? Since when and how many participations?"

It's a fact that the United Arab Emirates, young federal state was created in 1971, only 41 years ago ... it's perfectly normal that this story related to Expos is also recent.

Abu Dhabi pavilion - Osaka 70 - Expo 2020 Dubai BlogSince the Expo '70 in Osaka until 2012 Yeosu, there can be 15 different Expos ... regarding the participation of the Emirates, the first one was in Japan, Osaka, in 1970, thanks to the presence of the pavilion of Abu Dhabi, federal capital of the country, composed by seven emirates: Abu Dhabi, Ajman, Sharjah, Dubai, Fujairah, Ras Al Khaimah and Umm al Qaiwain.
Abu Dhabi pavilion - Osaka 70 - Expo 2020 Dubai BlogThis first participation will be followed by five others with the United Arab Emirates: Seville in 1992, in Hanover in 2000 in Zaragoza in 2008, Shanghai in 2010 and Yeosu in 2012.

There are 6 entries since the creation of the UAE 41 years ago, but since Expo '70, if we take it into account all interests of countries that are parties of the Arab world, there is a total of 80 entries, which is far from negligible in just four decades.
Not to mention the Arab countries involved since the first expos: Algeria, Egypt, Morocco, Tunisia, etc ...

Abu Dhabi pavilion - Osaka 70 - Expo 2020 Dubai BlogBack on this first participation in Japan, of the Abu Dhabi pavilion :

Abu Dhabi pavilion is a reconstruction of simple fortresses but impressive that coast in the ancient times. These fortresses served as residence or as gathering places of worship for the sheikhs or tribal leaders. Although built with simplicity, some survived the combined assault of man and nature.

The pavilion is distinguished by its minarets, one round and one square, and includes exhibition halls and cinema.

Abu Dhabi pavilion - Osaka 70 - Expo 2020 Dubai BlogThe country and its people are presented with films and objects presented in alcoves around the main minaret. Under the theme "Abu Dhabi, Past, Present and Future", this pavilion offers a broad overview of the activities and achievements of the small emirate.

The exhibition gives an idea of the enormous amount of work and considerable progress made since the beginning of the reign of His Highness, Sheikh Zayed Bin Sultan Al-Nehiyan and how oil revenues are used for the well-being of the people.

Abu Dhabi's past, the role of the sea and pearl fishing in the lives of people is treated with picturesque paintings.

Highlight of the exhibition: a replica of a romantic scene of the "Thousand and One Nights" to entertain visitors to the manner of the Arabs in the past centuries.

The pavilion of Abu Dhabi was at the center of the Expo '70 in Osaka, besire the artificial lake near Avenue Bridge Senri.
